Why it works the way it does.
After Cyclone Yaas, the thing relief agencies asked us for was not supplies. It was a working phone line and somewhere to charge a handset.
Signal in the Storm pre-positions satellite terminals, portable base stations and power in coastal districts before each cyclone season, with an engineer roster on standby and a drill run with the district administration every spring.
We deploy only when the district administration asks. That restraint is the part of the design we are most confident about.
