How the money and the decisions are controlled.

Dollu Foundation is a Section 8 company, limited by guarantee. Its board is unpaid, its accounts are independently audited, and no individual can approve their own spending.

Financial controls

The rules money moves under.

  • Two signatures above threshold

    No single person can move money beyond a board-set limit. No trustee or officer approves their own expense, ever.

  • Independent annual audit

    Accounts are audited by an independent firm and published in full, including the notes. The audit firm rotates on a fixed cycle.

  • Conflict of interest register

    Trustees declare interests on appointment and annually. Anyone with an interest in a decision leaves the room for it.

  • Safeguarding reporting route

    Concerns about a child or adult at risk can be reported directly to the safeguarding trustee, bypassing line management entirely.

  • Programme approval

    New programmes above a threshold need board approval against a written case, including how it will be measured and when it would be stopped.

  • Whistleblowing protection

    A published policy protecting anyone raising a concern in good faith, including from outside the organisation.

Four committees, clear remits.

  • Finance and audit

    Budget, accounts, audit appointment, financial controls and the annual utilisation certificates issued to CSR partners.

  • Programmes

    Programme approval, evaluation methodology, and the decision to close a programme that is not working.

  • Safeguarding

    Child protection policy, screening standards, and any concern reported through the independent route.

  • Nominations

    Board composition, trustee recruitment and the skills the board is missing.

  • Accounts audited annually by an independent firm and published in full.
  • No single trustee approves their own expense; every payment above a threshold needs two signatures.
  • Programme spend share published every year, including years it falls.
  • Donor funds are not used to lobby, campaign politically, or promote any religion.
