Why it works the way it does.
Most government services are now online, which has quietly excluded the people least able to use them. In practice a village solves this through whoever has a smartphone and some patience, usually unpaid and usually a man.
Digital Didi makes that a real job and gives it to a woman. Each Didi is trained on the portals that matter locally - pensions, rations, scholarships, land records - given a device and a data allowance, and paid a stipend for a year while she builds a small fee-based practice.
She becomes the person who notices the fraud attempts too, which has turned out to matter as much as the form-filling.
